Please note that this skirt can be worn at the lower waist or high waist. 

The sizing will be done by waist measurement desired.

For example if you are a small and want to wear it at your lower waist, order a 28-30" and if you want to wear it at your high waist please order a 24-26"

But if you are a medium-large you and want to wear it at your high waist, you would also order a 28-30"

I suggest you measure your waist at where you want to wear the skirt and select accordingly.
